Im Rahmen dieser Ausarbeitung soll der Frage nachgegangen werden, wie sich die höhere Schule im Verlauf des 19. Jahrhunderts entwickelt hat. Dazu wird zunächst ein Überblick über die Gesamtsituation der höheren Schulbildung erfolgen, um daran anschließend die gesellschaftspolitische Auseinandersetzung um die Anerkennung der realistischen Bildung und deren Berechtigung zur Hochschulbildung genauer zu beleuchten. Dabei erfolgt nicht nur eine Auseinandersetzung mit den zugrunde liegenden sozialen und gesamtgesellschaftlichen Rahmenbedingungen, sonder auch die Einbeziehung der verschiedenen Interessensgruppen und deren reason. Im Anschluss daran wird gezeigt werden, dass der zu Beginn des 21. Jahrhunderts identifizierte Fachkräftemangel kein singuläres Ereignis darstellt, sondern dass sich ähnliche Konstellationen bereits seit dem 19. Jahrhundert im deutschen Bildungswesen finden lassen. Der Umstand, dass sich für diese Phasen eine Regelmäßigkeit feststellen lässt, soll anhand einer examine der Tiefenstruktur des Bildungswesens nach Müller-Benedict näher ausgeführt werden.
