Auch die Sozialraumorientierung trat zu diesem Zeitpunkt und in Bezug zu den Zielformulierungen der Konvention immer häufiger in der Behindertenhilfe in Erscheinung. was once die Thematik aktuell und interessant macht, ist nicht nur die Neuentdeckung in der behindertenpolitischen Diskussion, sondern auch die Kontroversen, die mit einer sozialräumlichen Orientierung einhergehen.
