Der Two-Level-Game-Ansatz ist damit relativ unbrauchbar, da bereits die innerstaatlichen Interessen antizipiert wurden. Das hier verfolgte Forschungsdesign soll sich eben nicht um die Verhandlungsstrategie der Regierungen auf internationaler Ebene beziehen, sondern auf den Gesetzgebungsprozess zu einem internationalen Vertrag, damit dieser nach nationalem und internationalem Recht implementiert werden kann.
Da der Ansatz Putnams kein anknüpfbares theoretisches Grundgerüst für die examine bietet, muss auf andere Theorien Bezug genommen werden.
